The establishment of the Taiking Cultural Center was first under discussion in 2004 in response to the invitation of local cultural historians, teachers, temple committees, community leaders and elected representatives. Realizing the insufficiency of the cultural infrastructure in the Annan region, construction work was started, and in 2009 the center was opened for the first time. The Taikeng Center is the only cultural center built after Tainan was upgraded to a private municipality, and it is also the first cultural facility in Taiwan that was established in collaboration with local communities, cultural figures, teachers, and temple committees through a process of civic engagement. The center serves the city as a theater, library and community university at the same time, is easy to use as it is multifunctional, and offers a flexible and dynamic business model, making the center not only the hub of Tainan's cultural life, but also an important venue for artistic and cultural events and lifelong learning in Annan.
